WILL YOU INCLUDE BUDGET ITEM FOR YOUTH in the state budget for the year 2006? (January 27, 2006)

On 22 January, 2006 OIA has sent letters to all of the representatives and delegates of both houses of Parliamentary Assembly of Bosnia and Herzegovina regarding the need for creation of a special item in budget for youth. The sessions on budget are held on 31 January and 14 February.

Dear,
We would like to invite you to take a look, analyse, and react – in order to finally include in the budget for 2006 an item for YOUTH. In all European countries there is a special budget for youth projects. Having in mind the jurisdiction of the state these resources should be allocated for projects of state importance and they should support the international youth cooperation. Do not forget that young people have to spend a lot of money on visas, and there aren't any state programmes that can receive money since there is nobody to give them that money....for instance in the Municipality of Prijedor there is a budget of 70 000 KM for local projects, in the City of Sarajevo this budget amounts to 50 000 KM + item for non-governmental organizations, 100 000 KM on the level of Republic of Srpska, BUT most of the cantons and municipalities do not have any resources...
Without the financial support it will be impossible to realize the activities of newly formed bodies on the level of Bosnia and Herzegovina - State Parliament’s Youth Subcommittee and the Youth Coordination Commission at the Council of Ministers of Bosnia and Herzegovina...
We hope that it is not necessary to mention that there are over 300 active youth organizations and that the problem of their organization and cooperation lies also in the deficit of resources.
We wish you a very successful work, and we expect that this Parliament will be the first one to influence the inclusion of an item for youth .in the budget.. The rest of the argumentation on the position of youth and the subjects, that is, priorities, you can find in the documents we submitted to the Committee for Human Rights in January 2005, as well as in the register of the Public hearing on youth policies of Bosnia and Herzegovina, organized by State Parliament’s Youth Subcommittee in December 2005.
